Kwalitatieve evaluatie van de drugbehandelingskamer te Gent (QUALECT)

In most Western European countries, including Belgium, the diversion of problem drug-using offenders, from the traditional criminal procedure, to (drug)treatment is on the rise. More and more policy makers are convinced that incarceration is not an adequate answer to drug dependent offenders as it may further enhance negative evolutions in the drug offender’s life (Bull, 2005). The effectiveness of several drug treatment modalities had already been demonstrated in numerous studies, for clients who entered into treatment voluntarily as well as with regard to quasi-compulsory treatment. (Belenko, 2001; Stevens et al., 2005). Most frequently, reductions in drug use and, criminal behaviour and improved physical health and employment situations are reported and other lifestyle problems, such as health problems (Geenens , 2005; Hough, 2002; Mears, 2002; Gossop, 1997).
